Taylor N. Hatch brings a dynamic record of leadership to her role as Secretary of the Florida Department of Children and Families (DCF), where she was appointed by Governor Ron DeSantis in 2025. Mrs. Hatch comes to DCF after most recently serving as the Director of the Agency for Persons with Disabilities (APD) from 2023 to 2025. While serving as Director of APD, Mrs. Hatch led the team to transformational service delivery by challenging rigid governmental infrastructures where they exist, to deliver for the people they are intended to serve. Practically, this translated to engaging critical stakeholders and partners to inform and develop key opportunities to remove unnecessary bureaucracy, enhance end-user experiences, and strategically offer the right supports at the right time. Throughout every leadership post, Mrs. Hatch challenges the status quo, driving the performance of government to be more efficient, accessible, appropriate, and impactful for those it serves.

Mrs. Hatch previously served at DCF as Deputy Secretary and as the Assistant Secretary of Economic Self-Sufficiency, driving major reforms to empower families, expand opportunity, and create clear pathways to economic independence. Before DCF, Mrs. Hatch made her mark strengthening the development of Florida’s workforce as Director of Workforce Services at the Department of Commerce and held senior roles advancing policy and operations at the Department of Management Services. Her background also includes private-sector consulting – successfully advocating and advancing priorities across a multitude of business sectors and branches of government. A proud Florida native, Mrs. Hatch and her husband Eddie enjoy life with their three children and remain deeply committed to building a brighter future for Florida families.

Jodi serves as the Chief Operating Officer for One More Child. Since joining One More Child in 2014, Jodi has played a pivotal role in launching One More Child’s Anti-Trafficking program to include the opening of one of the first certified safe homes in the state of Florida for minor domestic females and the establishment of OMC’s multi-disciplinary mobile teams. Under Jodi’s leadership, One More Child’s Anti-Trafficking services and expertise have impacted human trafficking survivors throughout the state of Florida, and have expanded to Tennessee, North Carolina, and Ohio. Jodi’s expertise has been sought on a local and national level in the areas of public policy, child safety, community collaboration, trauma competency, and self-care. In addition to the work she has done in our Anti-Trafficking program, Jodi has also held in key leadership roles in One More Child’s Foster Care program and as the Executive Director of the Single Moms program where she oversaw five residential campus locations, and was integral in launching One More Child’s Single Moms Community Program which allows us to bring aid to single moms throughout the U.S. and internationally, helping them to break the cycles of poverty. She began her career at the Department of Children and Families where she worked on the state of Florida’s first specialized unit investigating human trafficking cases and became a certified human trafficking specialist. She has a bachelor’s degree in psychology and criminology and a master’s degree in criminology from Florida State University.

Julie Lowe is a former faculty member at the Christian Counseling and Educational Foundation (CCEF). She holds an MA in counseling from Biblical Theological Seminary. She is a licensed professional counselor with over twenty-two years of counseling experience. She has extensive experience with marriage, women’s issues, sexual abuse, body image issues, parenting, and child maltreatment issues, and regularly speaks on these topics. Julie is a registered play therapist and has developed a play therapy office and resources to serve families and youth. She is trained in leading mandated reporter trainings and provides numerous trainings on child sexual abuse. Julie has a registered therapy dog that she works with both professionally and on a volunteer basis.

She has authored several books: Childproof: Parenting By Faith Not Formula,  Building Bridges: Biblical Counseling Activities for Children and Teens, Helping Your Anxious Child: What to Do When Your Worries are Big, and Teens and Suicide: Recognizing the Signs and Sharing the Hope.

Rachelle Starr is first and foremost a lover of Jesus. In 2007, Rachelle founded the nonprofit, Scarlet Hope, when God called her to share His hope and love with exploited and trafficked women. Scarlet Hope has since expanded across ten cities in the United States and has trained thousands to launch similar nonprofits worldwide under Rachelle’s leadership. Rachelle is an entrepreneur at heart and enjoys developing innovative ways to reach and disciple women, wherever they are. As a speaker, coach, and author of Outrageous Obedience, Rachelle has shared her story on numerous platforms to inspire women to live an outrageous life for Jesus. When Rachelle’s not sharing the gospel in a strip club, you will find her spending time with her husband, Josh, and two boys, baking tasty treats, or playing card games.
